Yeah, it's commonly used on TV...infact, that's probably where I heard it first. Even on PoKeMoN, I think it was, back in the day...Some anime anyway. "Sharing a milkshake" is attesting to the fact that they probably didn't want to spend a lot of money. Haha.
But yeah, it's basically a term that means everyone pays their own way...and it's particularly common among youngsters dating, who don't have an awful lot of financial independence. (I think they use "Dutch" because some people use "go-Chinese" to mean eating Chinese food etc...and no one really eats "Dutch" food as far as I know**)
If you're lucky, maybe your parents can support your craving to be a gentleman...but if you're like me, you don't really count pennies with your girlfriend and in the end everything evens out anyway. (ie. sometimes I pay, she pays when I'm a little short, etc.)
